The Ukraine Special Staff, a secret unit in one of the ultra-secure sections of the German Ministry of Defense, is recognized as the main engine of Berlin's annual military aid of 11.5 billion euros to Kyiv. This group, informally referred to as the "Guerilla Unit," is striving to quickly respond to Ukraine's military needs.
Organization and Functioning of the Special Staff
Despite the complex structure of arms procurement in Germany, the Ukraine Special Staff is able to finalize arms purchase contracts in less than two weeks. According to Major General Joachim Kaschke, the commander of this unit, the decision-making chain in the staff is very short, which contributes to its agility and flexibility. This group was established in 2022, following the onset of full-scale war in Ukraine, and has become one of the key tools of Germany's military support for Kyiv.

Last year, with a decrease in military aid from the United States, Germany became the largest provider of military assistance to Ukraine, having spent nearly 58 billion euros on arms purchases so far. This equipment includes suicide drones and advanced air defense systems. Germany's new approach to military support for Ukraine represents a significant shift in the country's defense policies, especially considering its history of sending weapons to war zones.
Collaboration with the Defense Industry
One of the milestones of the Special Staff's activities is collaboration with German defense technology companies. For example, Ukrainian forces used five reconnaissance drones made by the German company "Quantum Systems" to identify artillery targets. This collaboration has allowed Germany to respond more quickly to Ukraine's needs and also to leverage Ukraine's field experience to improve the effectiveness of its own equipment.
Currently, dozens of Ukrainian soldiers have gone to Germany to share their experiences, and data from the Ukrainian battlefield is also being used to strengthen their defensive capabilities. These changes reflect fundamental shifts in how Germany interacts with the defense industry and the global arms market.
Given the speed and efficiency of the Special Staff, this unit has been recognized as a success in Germany's military support for Ukraine and has created a new space in the European defense industry due to its performance.
