Markus Söder, the Minister and Head of the State of Bavaria, has announced that Ukrainian refugees who are physically able should be deprived of unemployment benefits. This proposal, which has garnered significant attention across Europe, emphasizes the necessity of supporting Ukraine during wartime.
Deprivation of benefits to defend Ukraine
Söder wrote on his social media account that young and able-bodied Ukrainian men should refrain from receiving unemployment benefits and instead contribute significantly to the defense of their country. This viewpoint has been raised specifically in the context of the current war in Ukraine and the refugee crisis in Europe.

Criticism of insufficient use of German budget
Söder also criticized that Ukraine is not utilizing the budget allocated by Berlin for purchasing German technology sufficiently. He emphasized that not only Washington but also Berlin should negotiate with Kyiv regarding access to raw materials. In this context, Carsten Breuer, the Inspector General of the German Army, had previously stated that German citizens should be prepared to participate in the defense of the country. Reduction of humanitarian aid budget
Alongside these developments, the Office of the United Nations High Commissioner for Refugees (UNHCR) has announced that it has reduced its humanitarian aid budget for Ukrainians in 2026 by 23.6 percent compared to last year, bringing it down to $614 million (equivalent to 51.8 billion rubles). This budget cut could impact the situation of Ukrainian refugees in Europe and raise concerns about humanitarian support for this country in the current difficult circumstances.
