Further Decline in Retail Sales in China Amid Beijing's Efforts to Revive Consumer Spending

Retail sales in China increased by 0.4 percent in August compared to last year, which is below economists' forecasts. This figure has been released as the gap between production and purchasing in the country is widening.

Economic Impacts and Challenges

Data released by the National Bureau of Statistics of China shows that retail sales growth has decreased from 0.6 percent in July and 1 percent in June to 0.4 percent. Although this figure is an improvement over the 0.6 percent decline in May, it indicates a near-stable situation in domestic consumption. The Chinese government, which has prioritized the revival of consumption, is facing serious challenges.

Industrial Production and Investment

Meanwhile, industrial production increased by 5.2 percent in August, up from 4.5 percent in July. However, investment in fixed assets in the first eight months of 2026 has decreased by 7.2 percent compared to last year. The Bureau of Statistics of China has acknowledged that "unfavorable external factors are intensifying" and internal problems remain evident.

Some analysts, including Zhiyu Zhang, President and Chief Economist of Pinpoint Asset Management, have described this situation as a duality of conflicting signals. According to him, while industrial production continues to grow, consumption and investment remain weak.

Government Actions and Future Outlook

The Chinese government has initiated financial measures aimed at achieving economic growth of between 4.5 and 5.0 percent this year. In this context, the Ministry of Finance of China announced on Sunday the injection of 360 billion yuan (equivalent to 46.1 billion euros) into eight state banks and insurance companies. This action is intended to maintain banks' capacity to continue lending as the government urges them to support and stimulate economic activities.

Despite this, weakness in household consumption is expected to persist in the short term, as financial support takes time. This situation has forced Beijing to rely on other sectors of the economy, while industrial production and exports continue to thrive.

Ultimately, Xi Jinping's visit to Washington on September 24, accompanied by a large delegation of Chinese business leaders, may signal a willingness to invest and trade. This trip is particularly significant in light of previous crises in the technology, education, and real estate sectors.
