The European Commission on Tuesday introduced a plan to create a digital platform called European Social Security Pass, which enables citizens to identify their work documents across the European Union. The aim of this platform is to reduce the delays that cross-border workers face when needing to obtain or identify work documents in member countries other than their own. These delays often lead to violations of their fundamental rights.
Facilitating Access to Social Rights
With this new platform, workers will be able to easily benefit from their social benefits and health insurance, as well as identify their professional documents in other EU countries without unnecessary bureaucracy. These proposals also help support mobile workers and address the challenges companies face in attracting talent from outside the European Union.

New Opportunities for the Labor Market
Ursula von der Leyen, President of the European Commission, stated: "The single market must become a real skills market that provides more opportunities for workers and businesses." Commission data shows that in 2024, about 14 million Europeans will live in EU countries, of which 10 million are of working age. Additionally, the results of a recent survey indicated that 18 percent of Europeans are inclined to migrate.
Roxana Minzatu, Vice President of the European Commission for Social Rights, announced that this new platform helps "talented individuals" prevent the "waste of their skills" when moving across EU borders. The Commission estimates that the platform could bring about 6 billion euros in benefits by 2040.
According to the Commission, over a 12-year period, digitization could save businesses up to 64 million euros, healthcare providers 69 million euros, and labor inspectors 72 million euros due to faster border approvals. Additionally, digital signatures could prevent fraud amounting to 277 million euros during the same period.
