Mark Carney, the Prime Minister of Canada, has welcomed the invitation from Ursula von der Leyen, the President of the European Commission, to make Canada the first "associate member" of the European Union. This invitation was made during von der Leyen's speech regarding the state of the European Union, and a precise definition of this type of membership has yet to be provided.
Background and Conditions for Cooperation
Carney, in his speech at the European Parliament, referred to surveys indicating a strong desire among the majority of Canadians to get closer to Brussels. However, he clearly stated that Ottawa is not seeking to become a full member of the European Union and is instead looking for a different framework that suits Canada as a country with deep ties to Europe. He said, "Canada is not in a position to seek or pursue full membership in the European Union. Therefore, this is a different framework."

Maintaining Sovereignty and Deep Cooperation
In response to questions about this proposal, Carney pointed out that "the precise naming is a question for Europe" and emphasized that what is important is the content and substance of the cooperation. He also referred to concerns about losing sovereignty and said, "We are looking for partnerships that complement each other and strengthen our sovereignty." While Canada is currently engaged in a trade war with the United States, Carney is looking to get closer to Brussels as a model for other democracies.
In his speech in Strasbourg, Carney referred to various areas of deep cooperation with the European Union, including critical minerals, defense industrial capacity, artificial intelligence, energy security, space, and payments. He also emphasized that a coalition is defined not by what we oppose, but by what we stand for: freedom, solidarity, prosperity, and sustainability.
He continued, "A coalition that allows us to do for our citizens and for our citizens to do for themselves," and emphasized that the goal of this coalition is not to create a third block to enter the competitions of great powers. Carney stressed, "We are not seeking power to dominate others; on the contrary, we are seeking resilience so that no one can control our open markets, undermine our sovereignty, or threaten our freedoms, democracies, and the rule of law."
