Analysis of Public Expenditures in Europe and the Share of Social Support

Public expenditures in Europe, as a vital issue for the citizens of this continent, play an important role in providing essential services such as education, health, and social support. The tax revenues paid by citizens amounted to 40.3 percent of the Gross Domestic Product (GDP) in the European Union in 2024. However, public expenditures by governments have reached 49.6 percent of GDP.

Share of Social Support in Government Expenditures

In the European Union, 19.6 percent of the Gross Domestic Product is allocated to social support, which accounts for 40 percent of total government expenditures. This means that two euros out of every five euros of government expenditures in this continent are dedicated to social support. This support is designed to protect individuals against risks such as unemployment, illness, and disability.

Pension benefits constitute the largest part of these benefits and account for nearly half of all these benefits. Additionally, social support includes benefits related to illness, disability, and unemployment. Among the 31 countries including the European Union, the United Kingdom, and Norway, social support accounts for the largest share of government expenditures in all countries.

Health Expenditures and Other Sectors

The health sector is recognized as the second largest area of government expenditures in the European Union with a 15 percent share. In most countries, this share is similarly maintained, but in some countries like Italy and Hungary, other sectors rank second. For example, the United Kingdom allocates 19 percent of its government expenditures to the health sector, which is higher than some of the large economies in the European Union.

The combined share of social support and health exceeds 50 percent in two-thirds of the countries, and these two areas together account for 55 percent of government expenditures in the European Union. While the four largest economies in the European Union are above the average, Hungary and Malta are exceptions with a share of less than 40 percent.

Ultimately, these expenditures generally reflect the priorities of governments in providing public and social services and indicate the challenges and needs of citizens across the continent of Europe.
