The rise in public transport costs in Europe has become a serious issue. Recent research results indicate that the prices of public transport tickets in half of the European capitals have reached their highest levels. This study, conducted by an environmental organization, examined 27 EU countries along with the UK, Switzerland, and Norway and their capitals.
Price Increases in Capitals
Research shows that the costs of public transport tickets in the capitals of London, Amsterdam, and Paris have significantly increased. While London tops the list with a cost of 162 euros per month, Amsterdam and Paris follow with 107 and 77 euros, respectively. These cities naturally have high costs due to their popularity among tourists.

On the other hand, Nicosia, the capital of Cyprus, has recorded the highest increase with a 67% rise in long-term ticket prices in 2023. Other cities like Amsterdam, Madrid, and Bratislava have also seen significant increases.
Financial Challenges and Taxes
One of the major issues causing the rise in public transport costs in the EU is the value-added tax (VAT), which is applied at an average of 11% on public transport tickets. In fact, seven countries have increased their tax on public transport tickets since 2023. This could lead to a greater financial burden for citizens.
However, there is also good news. In four European capitals, the prices of long-term tickets have decreased since 2023. Dublin leads with a 42.5% reduction in this regard. Additionally, prices in cities like Oslo, Bern, and Budapest have also decreased.
While Spain and Slovenia have initiated plans to offer national public transport tickets, only eight out of 30 European countries currently provide free or affordable long-term public transport tickets. In this regard, Luxembourg, Malta, and Slovenia are at the top of the list, while Finland, Greece, and Norway are recognized as countries with limited access and high prices.
Successful Cities in Public Transport
In conclusion, cities that perform best in terms of accessibility, cost, and comprehensiveness of public transport tickets include Tallinn, Luxembourg City, and Valletta. These cities have managed to meet the needs of their citizens better than others and have succeeded in this area.
